V03 is ADVISORY rather than FAIL because R01-X07 is legitimately negative when a firm reports a deficit. Blocking it would prevent honest reporting of the exact condition the supervisor most needs to see.

Approval blocked on two failures. These figures are the case rendered in the supervision prototype.

Open questions

  • Currency and FX basis. R01-F05 requires a USD equivalent. The rate and the date it was taken must be stored with the submission, or the same return revalidates differently later. Proposed: mid-rate at period end, sourced from a reference table and captured in the validation result.
  • Concentration threshold for R01-F07. The requirement notes largest exposure without stating a limit. Needs a workshop and an instrument reference.
  • Audited variant. R01-X09 exists only in the audited annual return. Whether that is a separate template version or a conditional section is unresolved; a separate version is cleaner but doubles the catalogue for audited returns.
